The appraisal helps to determine the amount the government reimburses the owner by determining the pre-takeover value and subtracting the post-takeover value. The difference is the amount paid to the property owner.
A Right-of-Way Appraisal is used primarily for Eminent Domain ? proceedings, where private property is being acquired by a government agency for public use.
The Right-of-Way Division's appraisal professionals are all degreed professionals. In fact, Continental requires a four year degree for even our research associates in this highly specialized division.

Steps In the Right-of-Way Appraisal Process:
- Set appointment to see property: Our appraisers will quickly set an appointment to view the property with the property owner present.
- Property Inspection: The property is inspected with owner accompaniment. Public records pertaining to the property are also secured and examined.
- Explanation to owner: The preliminary findings of our property inspection are shared and reviewed with the property owner.
- Solicit owner's input and feedback: The property owner is invited to share feedback with our appraiser concerning the property and R/W plans.
- Review R/W plans: The Right-of-Way plans are reviewed by our appriasers and staff.
- Develop Sketches: This process evaluates the property both Before Takeover and After Takeover
- Calculate Best and Highest Use: Report details the highest potential use for a property both Before Taking and After Taking
- Develop the Appraisal Report: The R/W appraisal report measures the difference in the market value of the property from before the taking and after taking.
- Delivery: The results of the appraisal are delivered confidentially to the parties that engaged the appraiser.
